The European Union has its own legal order which is separate from international law and forms an integral part of the legal systems of the Member States. The legal order of the Union is based on its own sources of law. Given the varied nature of these sources, a hierarchy had to be established among them. Primary legislation is at the top of the hierarchy and is represented by the Treaties and general legal principles. The IT IP Law Group Europe was established in a Meeting in London on April 5, 1989 in the offices of Stephenson Harwood. Law firms from the UK, France, Austria, Switzerland and The Netherlands sent their representatives to this inaugural Meeting. The representatives were Ranald Robertson (UK), André Bertrand (France), Arthur Wolff (Austria), Emil Neff (Switzerland) and Dinant Oosterbaan (The Netherlands). The Meeting decided to form an europeanwide Group of lawfirms specializing in Information Technology Law and to co-operate in this area. It was further decided to issue a „Newsletter“ (hardcopies) with short articles and news in the legal area of IT law, and to distribute this „Newsletter“ worldwide to clients, prospects, Computer Law Association and ADAPSO and other interested persons and companies to promote the group and the legal services of its member firms. The target date for the public announcement of the formation of the Group and the issue of the first Newsletter was May 23, 1989, to coincide with the Computer Law Association meeting to be held in Washington DC on that date. During the first meeting the member firms decided to give priority to identifying new member firms for Germany, Spain, Sweden and Belgium.
The second Meeting of the Group was held on June 8, 1989 in Paris. It focussed on the identificationof new member firms in other countries and the Meeting also decided on the Logo oft he IT Law Group Europe and its registration under the trade mark laws. Since the first issue of the Newsletter was a great success, the Meeting decided to reprint it, and to issue No 2 in September 1989 and No 3 in December 1989.
The group held its 3rd Meeting already on October 1, 1989 in Strasbourg, now with newly acquired member firms of Germany (Jochen Pagenberg) and Italy (Pietro Tamburrini). On January 29, 1990 the President of the group, Ranald Robertson, was welcoming new member firms of Belgium (Michel Flamé) and Sweden (Raoul Smitt). In the course of the next few years the group was constantly growing. During the two annual Meetings the IT Lawyers were successfully co-operating, issuing Newsletters, organizing conferences for clients , exchanging know-how and giving client refernces to each other.
After a few years only the group extended its activities also to countries in Eastern Europe and the the group is planning to further grow and intesivate the co-operation in the coming years.
